Revised Definitions of Terms/Broad Use Terms Used in Statutory Plans

Important Note :

This set of definitions is generally used by the Town Planning Board as a basis in interpreting the various planning terms used in statutory plans. It does not form part of the plan and the definitions are liable to revision.

The notes under the 'Remarks' column shall be deemed to be part of the definitions and should be read in conjunction with the definitions.

Use Definition Remarks
Park and Garden Means any public place with designed and planned growing of grass, flowers, trees, or other plants, and usually laid out with walks, playgrounds, and courts for sitting out and recreation purposes for the use and enjoyment of the general public. It may include aviary, but excludes parks which are privately owned and/or commercially operated. [Subsumed under 'Open Space' unless otherwise specified]
Pawn Shop Means any premises or place in which a person carries on the business of taking goods and chattels and pays money for or advances money upon the same, with or under any undertaking, agreement or condition, express, implied or reasonably to be inferred from the nature or character of the dealing or the usage in respect thereof, that the said goods or chattels in whole or in part may be afterwards redeemed or repurchased upon any terms whatsoever. Pedestrian Area Means any place reserved specially for pedestrian traffic and to which no vehicles except emergency vehicles will be allowed to gain access. [Subsumed under 'Open Space' and 'Road' unless otherwise specified]
People Mover Means an automated mechanical system which conveys passengers and baggage, for example, between passenger terminal and concourse. It includes stops, stations, lay-bys, and associated structures at designed locations.
Petrol Filling Station/ Green Fuel Station

Means any place or premises where gasoline, liquefied petroleum gas, oil, grease, electricity, hydrogen and other green fuels, etc. may be supplied and dispensed at retail, and where in addition the following services may be rendered:-

(a) washing and polishing and sale of automotive washing and polishing materials;

(b) greasing and lubrication; and

(c) minor servicing of motor vehicles.

It may include ancillary shop and services.

Photographic Studio Means any premises or place operated by a person or persons whose business is to take, process and develop photographs. [Subsumed under 'Shop and Services']
Picnic Area Means a public place for outing or excursion at which food is usually taken in open air, which is for the use and enjoyment of the general public. It excludes picnic areas which are privately owned and/or commercially operated.
Pier Means any structure built out over the water and supported by pillars or piles, used as a landing place for ferries, boats, ships and other vessels. It includes the associated ferry concourse.
Place of Entertainment Means any place or premises intended to be used for the purpose of entertainment or amusement where the general public is admitted with or without payment or where membership is required for admission. It includes cinema, circus, amusement park and theatre referred to in Schedule I of the Place of Public Entertainment Ordinance (Cap. 172), public dancing-hall licensed under Miscellaneous Licences Ordinance (Cap. 114); amusement centre (including amusement game centre licensed under the Amusement Games Centre Ordinance (Cap. 435), indoor go-kart ground, war game centre); and billiard establishment, public bowling-alley, and public skating rink licensed under the Public Health and Municipal Services Ordinance (Cap. 132). It also includes internet/cyber cafe, karaoke lounge, nightclub and discotheque. ['Amusement Park' and 'Place of Public Entertainment' subsumed under this term unless otherwise specified]
Place of Recreation, Sports or Culture Means any place or premises intended to be used for a place of recreation, sports or culture. It includes, unless otherwise specified, civic centre and museum as defined in the Public Health and Municipal Services Ordinance (Cap. 132), arts centre, arts gallery, cultural complex, planetarium, concert hall, city hall/town hall, arts studio, rehearsal room for art performance, indoor recreation centre, indoor or outdoor stadium, sports ground/complex, fitness centre, gymnasium, public swimming pool/leisure pool, sports training ground, water recreation/sports centre, horse riding school, golf driving range, outdoor go-kart ground, radio control model aircraft flying field, outdoor radio control model car playing ground, motorcross ground, hobby farm, fishing ground, velodrome, oceanarium and aquarium, but excludes playground/playing field for local recreational use. ['Art Studio', 'Golf Driving Range', 'Public Swimming Pool', 'Horse Riding School', 'Boating Centre', 'Aquarium' subsumed under this term unless otherwise specified]
Plant Nursery Means a place where plants are propagated and raised for future planting out or sale. [Subsumed under 'Agricultural Use' unless otherwise specified]
Playground/Playing Field Means any land used for a playground or a playing field for ball games and other active recreation purposes for the use and enjoyment of the general public. It includes children's playground, football pitch, basketball court, roller skating rink, etc. Ancillary facilities such as public convenience, shelter, spectator stand, changing room, and shower room etc. may be provided as appropriate. It excludes playgrounds/playing fields which are privately owned and/or commercially operated. [Subsumed under 'Open Space' unless otherwise specified]
Police Reporting Centre Means any place or premises which is under the control of the Commissioner of Police and is operated as a convenient, alternative location to the nearest police station for the purpose of receiving reports from, or offering advice and assistance to, the general public. It includes police post. [Subsumed under 'Government Use' unless otherwise specified]
Police Station Means any premises which is designated by the Commissioner of Police to be used as a Police Station and at which police officers perform constabulary function, including the exercise of legal power with regard to the receipt, bailing or detention of prisoners. [Subsumed under 'Government Use' unless otherwise specified]
Post Office Means any place or premises where postal services are provided by the Postmaster General. [Subsumed under 'Government Use' unless otherwise specified]
Printing, Publishing and Allied Industries Means any place or premises where printed matters such as books, newspapers, and magazine are produced, published, compiled, bound and distributed to the public. [Subsumed under 'Shop and Services' or 'Industrial Use' depending on the scale of operation]
Private Club Means any premises or land used by any club, company, partnership or association of persons for recreational and social purposes. Includes any club or society registered under the Societies Ordinance (Cap. 151).
Promenade Means a public place, usually on the waterfront, for leisurely walking. [Subsumed under 'Open Space' unless otherwise specified]
Public Bathhouse Means any premises maintained, managed and controlled by the Government for use by the public for a bath whether upon payment or otherwise. Adapted from the Public Health and Municipal Services Ordinance (Cap. 132). [Subsumed under 'Public Convenience']
Public Clinic Means any premises used or intended to be used for the medical diagnosis or treatment of persons or animals suffering from, or believed to be suffering from any disease, injury or disability of mind or body. It includes Family Planning Association Clinic, SPCA (Society for the Prevention of Cruelty to Animals) Clinic, polyclinic, specialist clinic and general clinic/health centre operated or coordinated by the Government. It excludes private medical consulting room used by registered medical practitioner, Chinese medicine practitioner, veterinary surgeon, dentist and physiotherapist which is regarded as a type of 'Shop and Services'. Public Convenience Means any latrine within the meaning of Section 2 of the Public Health and Municipal Services Ordinance (Cap. 132) and any bathhouse maintained, managed and controlled by the Government for use of the public.

Adapted from the Public Health and Municipal Services Ordinance (Cap. 132). It includes latrine, public toilet and public bathhouse. It excludes reprovisioning/ redevelopment of a public convenience in similar scale at the same or nearby location, which is regarded as public works co-ordinated or implemented by Government separately permitted under the covering Notes.

Public Swimming Pool Means any artificially constructed pool or pools (including children's swimming or paddling pool) used for swimming or bathing by members of the general public. [Subsumed under 'Place of Recreation, Sports or Culture']
Public Transport Terminus or Station Means any place used as a terminus or station for the operation of buses, public light buses, taxis, green mini-buses, trams, cable cars, trains and other means of public transport.  
Public Utility Installation Means any tank, structure or premises built on, over, or under ground level for the provision of water, drainage, sewerage, gas, electricity, broadcasting, television and telecommunications services to serve the local district.  

It includes, unless otherwise specified, telecommunications radio base station, public utility pipeline, pump house, pylons (including overhead electric cables), electricity substation, telephone exchange, water pumping station, flood control pumping station, sewage pumping station and sewage treatment/screening plant provided by the Government with a treatment capacity of less than 5,000m3 per day.

 

It excludes such small-scale facilities as electricity mast, lamp pole and telephone booth, which are always permitted in the covering Notes, and small scale electricity installation not bigger than 12m2 (area) x 3m (height) within “Village Type Development” zone which is always permitted to support Small House/New Territories Exempted House developments.

 

It excludes reprovisioning/ redevelopment of public utility installation for the same use in similar scale at the same or nearby location and co-ordinated or implemented by Government, which is regarded as public works co-ordinated or implemented by Government separately permitted under the covering Notes.

 

It also excludes such major installations as water treatment plant, sewage treatment plant (unless otherwise specified), electric power station, gas works, radar, telecommunications electronic microwave repeater, television and/or radio transmitter installation to serve a wide geographical area. It also excludes building wholly or principally used as an administrative or business premises of an utility company.

Public Utility Pipeline Means any piping installation and associated small scale structures for drainage, sewerage, water, gas, electricity, telephone, broadcasting, television or telecommunications lines. [Subsumed under 'Public Utility Installation' except where separately permitted under the covering Notes]
Public Vehicle Park (excluding container vehicle) Means a vehicle park (excluding container vehicle) which may be operated by private developers or by the Government and available for the parking use of the general public, usually on payment of a fee on a short-term to medium-term basis. Temporary parking of vehicles not licensed for use on public roads prior to sale/disposal (except cycles) may only be allowed subject to the advice of the Commissioner for Transport on a case-by-case basis, taking any surplus provision into account. It includes parking spaces for motor-cycles, cycles, cars, light vans, lorries, coaches and small goods vehicles with or without charging facilities provided.
Quarantine Station and Quarantine Lairage for Animals Means any place used for the quarantine of animals when they are imported into Hong Kong and detained there for such period as the veterinary officer may require.

Quarry Means any place where works or system of works for the extraction of stones from the earth are carried out.

It includes such facilities as concrete batching, asphalt production and rock crushing related to the operation of the quarry co-ordinated or implemented by Government.

Radar, Navigational Aid, and Communication Devices Means any devices which assist in guidance and surveillance of air traffic.  
Radar, Telecommunications Electronic Microwave Repeater, Television and/or Radio Transmitter Installation Means any place or structure where machinery, equipment, and/or instruments are installed in connection with radar, telecommunications electronic microwave, televisions and/or radio transmission for a wide geographical area.  
Recyclable Collection Centre Means any premises where community-based recycling activities involving collection, storage, sorting, packing and baling of recyclable materials for recycling purposes are carried out.  
Refreshment Kiosk Means any structure used for the selling of snacks, light refreshments and soft drinks only. It is normally not greater than 10m 2 in size. Kiosks with size greater than 10m 2 are normally regarded as a type of 'Shop and Services'
Refuse Disposal Installation Means any incinerator, large-scale composting plant, transfer station or any other device established in connection with solid waste disposal. It excludes refuse collection point.
Religious Institution Means any place or premises where in accordance with the practice of religious principles services are held or prayers said by congregations loyal to a belief. It includes mosque, chapel, Tsz Tong, church, seminary, nunnery, monastery, temple, ancestral hall, shrine, pavilion, convent and religious statue. See also the Chinese Temples Ordinance (Cap. 153). It includes ancillary office, car parks and/or quarters that are essential to the operation of the particular organization. Research, Design and Development Centre Means any premises used for research, design, prototyping and pilot production of new or modified products or research and development of industrial processes, materials, energy, machinery and digital technology.

It includes advanced manufacturing, which involves the use of innovative technology to improve products, industrial processes, materials, energy, machinery and digital technology.

['Laboratory, Inspection and Testing Centre', 'Laboratory, Research, Design and Development Centre' and 'Workshop of High Technology Products' subsumed under this term]

Residential Institution Means any institution established within a building which is wholly owned and managed or operated by a body or organization and which provides residential accommodation for persons who meet the eligibility criteria as prescribed by the body or organization. It normally refers to residential facilities in a wholly owned development managed or operated by an institution, society, college, religious/voluntary/charitable body or other organizations. It includes hostel, dormitory, and elderly housing provided not as a form of social welfare facility but excludes hotel and guesthouse regulated under the Hotel and Guesthouse Accommodation Ordinance (Cap. 349), and other residential facilities provided as a form of social welfare facility such as boys'/girls' homes, residential care home for the elderly, drug treatment centre, etc.
Resource Recovery Park Means any land with co-location of businesses (including the provision of goods and services) in reuse, recycling and composting, and related processing and manufacturing, with shared use of facilities. Resource recovery park includes businesses involving the use of recyclable materials from waste, clean technologies or renewable energy and provision of related products or services. It includes the handling of the following material types and their associated resource recovery processes, viz. batteries, electronics, glass, organic food waste, ferrous metals, non-ferrous metals, paper, plastics, textiles, rubber tyres, wood, and spent copper etchant.
Restaurant Means any premises used for carrying on of any business where the primary purpose is the sale of food or drinks mainly for consumption on the premises. It includes a general restaurant, cafeteria, coffee shop, food court, tea house and wine bar/pub, but excludes canteen, cooked food centre and any business carried on by hawkers. Retail Shop Means any premises used for selling of any goods by retail. It includes supermarket and department store. [Subsumed under 'Shop and Services']
Road Includes the whole or any part of any square, court or alley, highway, lane, road, road-bridge, flyover, underpass, tunnel, footpath, footbridge, path, pedestrian subway, pedestrian area, travelator or passage whether a thoroughfare or not. Adapted from the interpretation of 'Street' in the Buildings Ordinance (Cap. 123). It includes carriageway, central divider, pavement, and street furniture such as electricity mast, lamp pole, traffic light, transformer room, traffic sign, road railings, noise barrier, bollard, fire hydrant, etc.
Rural Committee/ Village Office Means any place or premises used by the Rural Committee and Village Office of a particular district for holding meetings and other social activities. Applicable to the New Territories only.
Rural Workshop Means any place or premises, usually consisting of low-rise building or temporary structures, used for industrial purpose and the operation of which is usually of a smaller scale and less sophisticated in nature. It includes informal industrial activities operated in workshop premises such as furniture manufacturing workshop, glass and earthenware workshop, metalware workshop, construction machinery repair workshop, paper products and printing workshop, rattan and bamboo products workshop, sawmill/timber yard, textile, clothing, footwear, leather workshop, wooden products workshop, marble workshop, food processing workshop, and industrial-based material recovery/recycling facility involving simple processing, but excludes vehicle repair workshop, container and container vehicle repair. Sand Depot Means any place, structure or premises for the bulk storage of sand. [Subsumed under 'Open Storage of Cement/Sand']
School Means any institution, organization or establishment which provides for 20 or more persons during any one day or 8 or more persons at any one time, any nursery, kindergarten, primary, secondary or any other educational course, including those of a commercial nature, by any means including correspondence delivered by hand or through the postal service. School in free-standing purpose-designed school building means any school which is purpose-designed and built on a site with the building wholly used for no other purposes but the school only. Adapted from the Education Ordinance (Cap. 279). It includes nursery (a), kindergarten (b), primary, secondary, special, language, computer, commercial, tutorial schools, and technical institutes. It also includes any institution, organization or establishment which provides interests and hobbies promotion for subjects such as martial arts, arts, ballet, cookery, etc. It also includes kindergarten cum child care centre, but excludes child care centre (c), post-secondary colleges, school providing post-secondary educational courses. (a) Nursery education as defined under the Education Ordinance (Cap. 279) means a 1 year course of education normally commencing when a child has attained the age of 3 years. (b) Kindergarten education as defined under the Education Ordinance (Cap. 279) means a 2 years course of education normally commencing when a child has attained the age of 4 years. (c) Child care centre as defined under the Child Care Services Ordinance (Cap. 243) means any premises at which more than 5 children who are under the age of 6 years are habitually received for the purposes of care and supervision during part of the day or for longer periods.
Sea Rescue Station Means a purpose-built premises or structure equipped with vessels, appliances and personnel ready for immediate turn out to protect life and property in case of calamity at sea.  
Service Industries It generally refers to any establishment or operation in the service sector which meets the selection criteria of the Hong Kong Science and Technology Parks Corporation. This term only appears in the Notes for "Other Specified Uses" annotated "Industrial Estate" zone.
Service Lane Means any lane, usually less than 4.5m in width, providing the only or a supplementary means of vehicular or pedestrian access to properties, particularly to rear or side of domestic buildings as required by section 28 of the Building (Planning) Regulations (Cap. 123), principally for the collection of refuse. Originally know as a scavenging lane for the disposal of night-soil.
Service Reservoir Means any place or structure where water is stored for distribution to the consumers of a district.  
Service Trades Means any premises used for selling/providing services to the public, which does not include the consumption of food on the premises. It includes: (i) catering services;
(ii) laundering or dry cleaning;
(iii) tailoring; and
(iv) small-scale printing, copying and document binding workshop directly serving the public. [Subsumed under 'Shop and Services' or 'Industrial Use', depending on the scale of operation]
Sewage Treatment/ Screening Plant Means any place or premises where sewage and other liquid wastes are treated or screened before discharge. Sewage treatment/screening plant provided by the Government with a treatment capacity of less than 5,000m3 per day subsumed under ‘Public Utility Installation’.
Ship-building, Ship-breaking and Ship-repairing Yard Means any place, structure or premises in which ships, boats and other sailing vessels are designed, constructed, repaired, renewed and/or broken down into parts.  
Shop and Services Means any premises where goods are sold or where services are provided to visiting members of the public. It includes bank, barber shop, beauty parlour, convenient store, supermarket, department store, fast food shop, courier service counter, clinical laboratory, market, health centre, medical consulting room (including medical clinic, dental clinic, physiotherapy clinic and veterinarian clinic), money exchange, money lending office, pawn shop, photographic studio, small-scale printing and xerox service, real estate agency, retail shop, securities brokerage, service trades, showroom, tourist information office, employment agency and travel/ticket agency. Showroom Means any premises wherein commodities, articles, goods or products are exhibited, the displays or exhibits not being for direct purchase by customers. It includes motor vehicle showroom, unless otherwise specified. [Subsumed under 'Shop and Services' unless otherwise specified]
Shrine Means a place or structure, other than building, for worship. It is usually of small-scale and excludes buildings for religious purposes such as mosque, chapel, Tsz Tong, church, nunnery, monastery, temple, pavilion and convent. [Subsumed under 'Religious Institution' except where separately permitted under the covering Notes]
Social Welfare Facility Means any place or premises used for rendering services to meet the welfare needs of an individual or a group of people in the community as recommended by the Director of Social Welfare, and for providing community services to the general public. Based on approved social welfare policies, welfare facilities are provided according to the need for various services in the community on a district or territorial basis. The services provided include social security services (a), family and child welfare services, medical social services (b), group and community work (c), services for young people, services for the elderly, rehabilitation services for people with disabilities, community-based and residential services for offenders and ex-offenders (d) and such other activities as recommended by the Director of Social Welfare. These facilities may be operated by the Social Welfare Department or non-governmental organizations or any other organizations as approved/recommended by the Director of Social Welfare. Social welfare facilities with residential care include boys'/girls' homes, residential care home for the elderly, residential home for people with disabilities, drug treatment and rehabilitation centre, half way houses, long stay care home, etc. Social welfare facilities without residential care include centre for community support services for elders, child care centre, children and youth centre, community centre, counselling centre for drug abusers, rehabilitation centre for offenders, day activity centre, sheltered workshop for people with disabilities, social and recreational centre for the disables, etc. (a) social security provides financial assistance to the vulnerable groups in the community to meet their basic and special needs; cash assistance to victims of traffic accidents and victims of crimes of violence and law enforcement acts (or to their dependants in the case of death); and material assistance to victims of natural and other disasters. (b) medical social services mainly include the provision of assistance to patients and their families to cope with or solve personal and social problems which arise as a result of illness, trauma or disabilities. (c) group and community work mainly includes the provision of community centres (a venue for community functions and welfare services), social work for industrial workers, neighbourhood projects, community services for women, adoption service. (d) community-based and residential services for offenders and ex-offenders mainly include education service to prevent youngsters from committing crime, supervising offenders in complying with requirements of Community Service Orders as the Court may direct, provision of structured programmes, intensive supervised activities for young offenders, temporary employment for ex-offenders, temporary accommodation and counselling services for ex-offenders, post-release supervision of prisoners, supervising offenders in complying with Probating Orders as the Count may direct, residential training for young offenders, counseling and aftercare support for convicted offenders.
Technology-based Crop and Aquaculture Production (excluding those involving direct provision of customer services or goods) Means the production of crops and aquatic organisms in a controlled process through technological means; whereby the inputs, process and environmental factors, including but not limited to light intensity, temperature, humidity, carbon dioxide and air flow, are constantly monitor adjusted for an optimal output. It includes edible fungi production, hydroponic production, aeroponic production, aquaponic, sprouts/seedling production and aquaculture.
Telecommunications Radio Base Station Means any installation including an equipment cabinet not bigger than 5 metres x 4.5 metres x 3.5 metres (LxWxH) and antenna(e) not bigger than 0.6 metre x 0.6 metre x 2.5 metres (LxWxH), excluding pole, for planar shape or 0.8 metre in diameter for circular shape, within, attached to or on the roof top of a building or structure for the provision of public telecommunications services to serve the local district. Telecommunication Services Centre Means any place or premises where machinery, equipment, and/or instruments are installed to provide services in connection with telecommunications. [Subsumed under 'Information Technology and Telecommunications Industries']
Tent Camping Ground Means any place open to the public where tents are put for temporary lodging for recreational or training purpose. It excludes tent camping ground which are privately owned and/or commercially operated. ['Tent Camping Site' subsumed under this term]
Theme Park Means any place which has specially designed features such as aquarium, zoo, circus, adventurous games, miniatures garden, cultural village, amusement rides/devices, adventurous theatre and cinema for the entertainment of the public, and associated restaurants and shops. It is usually provided with plantings, walkways, playground and sitting out area.  
Trade Mart Means any place or premises for display of and wholesale trade in manufactured products. The purpose is to provide a centre where industrialists/manufacturers are able to display their samples/wares to wholesale buyers particularly overseas buyers and promote their business. For the overseas buyers, it is a one-stop shopping source where they can effectively use their limited buying time. [Subsumed under 'Exhibition or Convention Hall']
Training Centre Means any premises used by an institution, organization or establishment for conducting training programmes in connection with the profession and/or operation of the particular institution, organization or establishment. It includes vocational training centres and training centres of private companies. ['Vocational Training Centre', 'Vocational Training Centre - Flight Simulation/Construction Training' subsumed under this term]
Utility Installation for Private Project Means any tank, structure or premises built on, over, or under ground level for the provision of water, sewerage, gas electricity, broadcasting, television and telecommunications services to serve a particular private development. Utility installations provided within and serving a particular private development are regarded as ancillary uses. It excludes small-scale electricity installation not bigger than 12m2 (area) x 3m (height) within “Village Type Development” zone which is always permitted to support Small House/New Territories Exempted House developments.
Vehicle Depot Means any place for keeping and storing of motor vehicle. [Subsumed under 'Open Storage']
Vehicle Pound Means any place under the management of the Hong Kong Police Force or Transport Department for the keeping or storing of motor vehicles in custody. [Subsumed under 'Government Use']
Vehicle Repair Workshop Means any place where motor vehicles, motor cycles and their parts are serviced, repaired, washed and greased. It excludes petrol filling station and repair of container vehicle. ['Vehicle Repair Garage' subsumed under this term]
Vehicle Staging Means any place which provides a stopping-place for vehicles en route to loading/unloading.  
Vehicle Stripping/ Breaking Yard Means any place where used motor vehicle are destroyed and useful parts are saved. ['Vehicle Stripping and/or Breaking Workshop' and 'Storage of Vehicles for Stripping/Breaking or Repair' subsumed under this term]
Vocational Training Centre-Flight Simulation/Construction Training Means any place for the training of pilots and in-flight personnel, or the training of construction workers. [Subsumed under 'Training Centre']
Warehouse (excluding Dangerous Goods Godown) Means any place or premises for the storage of raw materials and goods including the carrying out of bulk breaking and packaging, but excluding the storage of any dangerous goods as specified in section 3 of the Dangerous Goods Ordinance (Cap. 295). It excludes 'Dangerous Goods Godown'.
Wetland Habitat Means any area of marsh, fen, peatland or water whether natural or artificial, permanent or temporary, with water that is static or flowing, fresh, brackish or salt, including any area of marine water the depth of which at low tide does not exceed 6 metres, in which plants and/or animals live. Adapted from the definition of 'wetlands' under Article 1.1 of the Ramsar Convention.
Wetland Reserve Means any place reserved and managed for the purpose of nature conservation which would be more specifically for wetland wildlife and its habitat. [Subsumed under 'Nature Reserve' unless otherwise specified]
Wholesale Food Market Means any place or premises where fish, poultry, fruits, vegetables or other foodstuffs are sold in large quantities to retailers or wholesalers. [Subsumed under 'Wholesale Trade']
Wholesale Trade Means any place or premises where goods, products or foodstuff are displayed and for sale in large quantities to mainly retailers or wholesalers. ['Wholesale Centre' and 'Wholesale Food Market' subsumed under this term]
Wild Animals Protection Area Means any place specified under the Wild Animals Protection Ordinance (Cap. 170) for the protection of wild animals and where entry by or presence of any person is restricted.  
Workshop of High Technology Products Means any premises where products of high technology are processed and/or produced. [Subsumed under 'Research, Design and Development Centre']
Zoo Means any place where animals and birds are kept for conservation purposes or display to the general public with or without payment of an entrance fee.
